While I much prefer Stark to Rogers as a character, I'm too much of a Bolshevik to support the government oversight thing. And I think given the character's personalities, they're both on the wrong side.

I like heroes with a bit of an edge, and some flaws.

Besides, it looks like they're trying to avoid turning Tony into a fascist asshole in the movies. They completely assassinated his character in the comics.

Then they assassinated Steve for real.
