Cardinal Vigano used to be one of the ultra-rightwing leaders in the Vatican. He was instrumental in implementing a number of "fuck the poor" policies for the Holy See.

When Pope Frances took over from Pope Benedict, he basically exiled Cardinal Vigano to the ceremonial job of Vatican ambassador to the United States.

Miffed, Vigano invited right-wing nutjob Kim Davis of Kentucky gay marriage infamy to an audience with the Pope when the Pope visited last fall.

Criticism was swift, and no doubt Vigano chuckled with glee at the first-ever criticism of what was formerly considered a "Teflon Pope".

Pope Frances got the last laugh yesterday, sacking Vigano as ambassador and telling him he'd have no further positions in the Vatican, he was now officially retired.

The RC is one of the most conservative institutions extant. Frankie is pandering to make the RC appear relevant to the next generation of liberal western democracies while trying to avoid issues like saying using condoms (particularly in AIDS ridden Africa) is still an abomination/mortal sin. I like this Pope better than the last several, but he's still pushing Bronze Age morality in a world that has moved considerably beyond such barbarism.
