Through the 14th Amendment, it restricts state governments from interfering with speech rights.

Governments can promulgate reasonable restrictions on speech. Defamation laws are one example. Even then, though, they are limited by the 1st Amendment.

Blaming Trump for the behavior of people who come to disrupt, disrespect, and shut down his speeches is the exact same as blaming a rape victim for being raped because she wore a skimpy dress.
