Throughout Reagan’s first term, he was adamant about one thing. He did not want to just coexist with the USSR, as had all of his predecessors, but to defeat it. He said on many occasions that his plan for the Soviet Union was simple, “We Win, They Lose”. He called the Soviet Union an “evil empire.” Critics seized on those remarks to say, “Ah-ha, Reagan is a war monger. He wants war with the Soviet Union.”

Foreign diplomats voice alarm during all democratic elections in most countries. It's their way of saying "Look at us! Consider our country's interests."

Many candidates for high office say things before they are elected that they know they can't deliver when elected. Many are clueless about other countries.

The US has Trump and Hilary Clinton. The UK has Jeremy Corbyn, Nigel Farage, Boris Johnson. France has Marine Le Pen. Greece? Any Greek politician worries foreign diplomats.

Some diplomats are discreet about their concerns. Others, particularly from countries that don't have 'free and fair elections' are more blunt about which candidates' statements they don't like.

But none of it matters. They haven't got a vote. Only US citizens can decide who will be the candidate for their party, and then who will be President.

Whoever is elected, the diplomats will have to deal with that President, whether they think he/she is an ignorant asshole or not.

And the President will have to deal with foreign Heads of State that he/she KNOWS are assholes, sometimes criminal assholes. That's statesmanship.
