The same pixel and filesize limits as for other image formats.
Your problem is probably that a typical image editor or image management program won't resize animated gifs properly and only resize the last frame. You need a program for editing animated GIFs to get an avatar sized animation.
You're probably going to run into file size limitations if your GIF has more than three or four frames.
