I've heard it at hockey games to insult the goalie, so I'm guessing this is a similar thing to imply a team has a porous defense.

Wisconsin does love their high school sports.

Went to see a high school basketball tournament during Christmas break. When one game became a blowout, students in the stands started rattling their car keys above their heads. Evidently this signifies that it's time to go home.
