Just made the mistake of upgrading to 10, and now I darent watch any porn, very sad, on windows 7 if that bloody policeman comes up and says the police have locked your computer you could get rid of him with system restore but with 10 control panel is not available in safe mode and the restore option won't recognise restore points. Need help, miss my daily dose of porn.

The police, so far as I know, have better thing to do than check on your porn viewing. This sounds like a virus/trojan thing from a dodgy porn site. Some virus software will operate from the moment your computer is booted, so you will need a specific piece of software to hunt and destroy the fucker.
Use a good brand for general virus/website protection but you can probably get a freebie ( and safe ) download from cnet.com

I'm no Windows geek myself so others may have some better advice.

I have both Win7 and Win10 systems, neither of them have ever told me the police are looking for me and then locked my system.

You have a virus or a bad piece of Malware.

Free Virus Checkers, once you get the thing sorted out, AVG is excellent. AVG.Com

The free version of Malware Bytes will hunt down bad programs and kick then to the curb. malwarebytes.org

Install some decent antivirus and get some one to take all the crap that was preloaded onto your computer off it, that happened to me, its just a scam, I restarted the laptop and all was fine

And that's the way of it with Microsoft...

They have a good OS (e.g. XP)

Then a bad OS (e.g. Vista)

Then a good OS (e.g. Windows 7)

Then a horrible OS (e.g. Windows 8 - this includes the supposed fix Windows 8.1)

Then another bad OS (e.g. Windows 10)

It's been that way since the beginning of time...

Windows 1.0 - bad
Windows 2.0 - bad
Windows 3.0 - not so bad
Windows NT - Good
Windows 95 - good
Windows 98 - OS wasn't so bad but a bad move
Windows 2000 - good
Windows ME - Really bad
Windows XP - Good
Windows Vista - bad
Windows 7 - Good
Windows 8 - bad
Windows 10 - spyware (really bad)

There were other good and bad version of the main version in there, but you get the gist.

I like Win10.

Everywhere you browse to, everything you download, everything you do, is stored and sent back to homeworld...Redmond, WA. USA - home of Microsoft.

It is speculated that they then turn it over the NSA.

Virus-
YouTube, Windows 10 police scam virus. There will be a video tutorial on how to remove it

You use Google, FB etc right? They have been doing the same for years and you put up with it!

Actually, CCleaner, Spybot S&D both display the restore points available and run the restore points program when you select one.

can malware cripple restore points?

Could...

About five years ago there was a virus that swept thought the company I was working at then disabled a whole host of menu items. Suddenly, you couldn't do some things that you needed to do. The only fix was a complete format and re-installation of the OS and all software.

And this was the XP OS.

why are you watching porn that would get you in trouble with the police? what porn are you watching?

It was a virus, that locked your computer and said the police are coming for your computer.

It's bullshit. Just a virus and if you have a decent virus checker you would never see the damn thing.

Found I just had to go to task manager, stop web browser. I keep last pages open so needed to delete the file storing the pages left open.
Another way would be to just disconnect internet and exit that browser tab.
Sometimes some things work others need other methods, depends on which virus takes hold. This particular one was only in memory within the site html code or whatever, not written to disk so does not stick around.
