I used to work for a agency that gave out welfare checks,, ran Head Start, and provided heating assistance in the winter months. 72% of the people we served were working more than 30 hours a week. That went up to over 85% if you included working or going to school full time.
People on welfare are working or going to school. We need a higher minimum wage, so someone that is working 30-40 hours a week isn't living in poverty.
I freaking respect that person and would try to help them out. what's more honorable then someone trying to make themselves better while providing for his or her family? America needs more of that.

I remember going through a project ... long story but did a project for a politician.
anyway, most of the homes had windows and doors open. Now its freaking -10 degrees outside and these animals didn't want to turn the heat down, they just wanted to cool off the place so what better way than to open the doors and windows. after all, they didn't have to pay for the utilities.
We need to help people, but our responsibility is to help people get to a place where they can live on his or her own and never have to go on welfare again. yeah, a lot more expensive but I'm sorry I'd rather teach someone how to fish then be like the obama kind and steal a neighbors fish.

I know this will go flying over your head, but from the very simplistic version of the story you posted it sounds as if you're talking about tenement buildings. Reason being, included utilities and a politician actually gave two fucks about it. That, or you're completely full of shit and relaying an episode of "I Love Lucy" where their heater was broken.
Many of these older buildings have a central steam heating system which the occupants have zero control over. I've visited several such buildings in the dead of winter and it was well over 90F in a lot of the rooms because there was no control over the steam radiators in each space. There were two options, swelter or open a window. Complaining to the superintendent MIGHT get the valve to your radiator manually closed. Then you hope you don't fucking freeze to death for daring to complain.
As usual, you have about a second grade understanding of any given subject. It's a good bet your 'Project for a politician' was ripped to shreds for your inaccuracies and willful ignorance

I know 4 people on welfare (long term) here in Oz.
Not one of them wants to be on it..... all four have been forced on by redundancies or ill-health.
They are all doing it tough. The job market isn't healthy here, and if you're ill in any way, forget about getting past first-interview stage!
Without it, they would have been on the streets long ago.
Serial welfare recipients are a different story. But for the most part, they need major help to get off it instead of condemnation.
