Not anyone that "pays" no taxes at all. As in some money flows towards a taxing authority before being returned to them.

Plenty of people, nearly half pay not a single penny in federal income tax. In fact the federal income tax systems is one of the biggest transfers of wealth schemes we have. I don;t know the number but a sizable percentage of people get back more money in "refunds" than they actually had with-held. Depending on what other benefits they "qualify" for they could easilly be receiving more in actual cash-value benefits than they pay for every tax, from sales to FICA to the imputed portion of the property taxes included in their rent payments.

So, yes, there are people in America that pay zero net taxes to society.

You have to make more than 40,000 per year before you would be better off working then not working and receiving all the available benefit in most places. Depends somewhat on rental rates and the availability of subsidized or free housing.
