Has anyone else had trouble with "Record Changes" The OO alternative to MS WORD's "Save Changes" I seem to keep the comments but lose all the changes when I e-mail the manuscript.
 
I've had the opposite of that, saved the changes but lost the comments. One one occasion I was asked to accept all the changes and send the revised file so they could do a comparison rather than try and find a work around.
 
Not sure this explains your experience, but I noticed that if I send a Word file with changes tracked through a private browser window, my comments etc. get stripped out, presumably because the comments are attached to info about the editor (me). I had to turn the file into a PDF to keep the changes visible.
 
Saved changes

I use MS Word when I edit but I also have "editing and track changes" enabled before I "save." When I return the file I leave both "editing and track changes" enabled for the author's convenience. So far I've not received any complaints. I never use the "comments" function. I save my comments for the text of the email when I return the edited story.

I use the same but do use the comments function where a particular change needs an explanation otherwise generalised comments are in the return email. I also add 'edited' to the returned file name so there is no chance of getting the original and the edited version mixed up.

Only once did I have a writer ask me to return a msword file where I had accepted all edits as they couldn't work out how to use the function, but that is the rarity.

I have found that the change tracking function in word is far better than that used by other word processing software.

As an experiment to prove or disprove user error (your recipient), mail it to yourself. Perhaps your recipient is doing something different, or the program does things in a strange way, and you can see what they see by testing it on yourself.
 
Google Docs

I think Google Docs is a very good tool for editing short stories.

The author can upload their document, send a private link to the editor, and switch on comments. Rather than editing the copy, I mark it up with comments, allowing the author to make adjustments to the text. Sometimes the author and I are working on the document at the same time, and it all works: the author reviewing my comments and amending the copy, while I add further comments.

Both parties need a Google account, but that's not usually a problem. Having a master document online eliminates problems with version control (accidentally editing an old version) and different word processors displaying the text differently.
