Plenty of laws that criminals ignore directly shape their behavior as well as the law abiding civilian and LEO's.

It doesn't defeat my argument you're just wishing "laws don't matter because criminals don't follow them" was true because you're really just that simple but reality is far more complex MsAnn.

Laws effect criminals, even and especially when they don't follow them. If it didn't the very concept of law and order wouldn't exist.
