But one theory about the government hurting the black community that has at least an element of truth and some portions of it is true is the idea that the government helped to import drugs and those drugs in turn hurt the black community.

The upshot of it all seems to have been that the CIA was largely guilty, at various points, of indifference to whether some of its connections were trafficking drugs.
