When you press reply, go to manage attachments below 'submit reply'.

Then it will allow you to open up your pictures, add an image then go back to the reply window and press 'submit'.

Your image should be attached that way.

Choose file, pick photo then press 'upload' on the rope right hand corner.

Then just exit that window and return to the previous 'reply' window. Hit 'submit reply' then it will work.

I'm not sure, I have only ever used the choose file option.

If the JPEG is sufficient I'd guess so yes.
