Any kind of harness like what seela linked will work. Breast harnesses and even crotch harnesses can work. Also, the one linked is very versatile and can be modified easily. I would suggest a smaller rope or thicker clothing.

I've experimented with this and have yet to wear anything under my clothes as it shows through easily. It's also probably not going to happen until the weather becomes cool again, as the humidity here would just make things icky. Also, think about how long it will be worn, and be aware that the ropes can slip (depends on rope and tie) and become tighter as the day goes on. Carry safety shears in case of emergency.

Not all harnesses block the crotch. Depending on the material and pressure of the rope, it can easily be moved. It's typically going to be on the looser side of it's being worn all day long. If it's just to go out for an errand and come back, I don't imagine it would be a problem.
