Lets say you bake 6 cinnamon rolls and put them on a platter. You made them, not the government. Government creates nothing.

The government, thru Congress or executive order from the President, then prints tickets for all to get one of your cinnamon rolls. Every person in America and maybe the world is now entitled to one of your cinnamon rolls tho you only made 6.
