An adoption is kinda sorta a termination of parental rights so long as the mothers are honest about what they know of the fathers. I've had moms fess up in court that dad was a drug addict who died long ago, and sure enough he did. And I've had putative dads show up and brawl in the parking lot over who dad really is. It was grandpa!

I think a lot depends on how the adoption laws are written in Florida. With same sex marriage just becoming legal, there may still be some legal barriers to fix for them.
