An adoption is kinda sorta a termination of parental rights so long as the mothers are honest about what they know of the fathers. I've had moms fess up in court that dad was a drug addict who died long ago, and sure enough he did. And I've had putative dads show up and brawl in the parking lot over who dad really is. I think a lot depends on how the adoption laws are written in Florida. With same sex marriage just becoming legal, there may still be some legal barriers to fix for them.
