One of the few constitutionally required activities for the Feds other than maintaining a Navy is the building of "post roads." That doesn't mean the need to involve themselves with every road in the country.
The interstate system makes a degree of sense. Paying East-Coast, Davis-Bacon wages to build and maintain it it through right-to-work states does not make sense.
