The NSA does not typically have operations agents like the CIA has case officers posted overseas to recruit and manage local government, military and scientific workers. The CIA tends to target, collect and analyze a far broader spectrum of political, military, economic and scientific intelligence than does NSA, and CIA does it with a far broader set of intelligence gathering methods.

NSA deals primarily in signals intelligence and communications networks. NSA probably has more computer geeks than does CIA. For one thing, NSA's workforce is probably dominated by mathematicians -- really, really brilliant ones, because breaking foreign codes is all about mathematical probabilities and permutations. NSA performs that mission by applying massive amounts of computing power from the most advanced mainframe computers on the planet in tandem with some of the most astounding human intellectual capacity as well.
