Unbelievable. Let me explain this so even you will understand it. You have everything backwards. You do not live in a country where everything is illegal unless there is a law making it legal. It's the opposite of that. Everything is legal unless there is a law making it illegal. Get that straight.

A prosecutor cannot charge an individual with simply shooting someone. There is no crime called shooting someone. You have to charge with a specific crime, as defined by law, such as first degree murder, etc.
