In many places the problem isn't so much the "john" who wants to part with $100 but the background problem of human trafficking and drugs. I the large town near me there is an "environmental" court. They come in and shut down the hotel for code violations and the whole scene just moves on. Smart girls just go up scale a bit and the pressure seemingly goes away. Several of my visits were in areas other that in "the hub" area, where there seems to be a congregation of activity, and it seemed that the hotel/motel was almost empty during the day.
