Lots of people took advantage of the riots.
You can see all kinds of videos where they are looting stores.
The videos speak for the reason for the riots.
If there was not a chance to loot there would not be any riots.

I would have called out the guard, declared Marshall Law basically read them the riot act and told them you riot, you loot we shoot.

The second day it would have been pretty damned quite around there or we would use up more ammo until it was.

That is what was done after riots in London. For some of the looters it took months before they were arrested and charged, but many were convicted on video evidence that had been shown on YouTube.
