sex parties on the other hand are not legal partnerships or financial institutions

The following event is real.

Back in 1980 I worked part-time at an amateur radio store. One day a guy comes in with an amateur radio license, a shaving bag fulla 100s, and wants to buy every 2 meter and 1 1/4 meter band hand-helds we had. He had a license, he had ID, and he had the cash. Plus chargers and extra batteries.
