Wisconsin Gov. Walker on the wrong side of yet another poll.

Yet another poll in Wisconsin, this time commissioned by a free-market think tank, the Wisconsin Policy Research Institute, shows voters disapproving of Gov. Scott Walker, and saying he should compromise on his budget proposal and its anti-public employee union provisions. Furthermore, the key groups with whom Walker is jousting -- Democrats in the state legislature, public employee unions in general, teachers' unions in particular -- all have significantly better favorable ratings than he does.

The poll also offered this lengthy explanation of Walker's proposal, asking respondents whether they favored it:

As you may know, Governor Scott Walker recently announced a plan that would require public employees to contribute to their own pensions and pay greater amounts for their health insurance, which would, in effect, be a pay reduction. The plan would permit most public employees to negotiate only their wages, and future wage increases above the rate of inflation would have to be approved by a voter referendum. Contracts would be limited to one year. In addition, Walker's plan also changes rules to require public employee unions to take annual votes to maintain certification as a union, stops state or local government from collecting union dues, and allows individual members to decide if they wish to pay union dues. Unions for law enforcement and firefighters would be exempt from the changes.

Do you favor or oppose Governor Walker's plan?


The result: Favor 46%, Oppose 51%.

A later question:

I'm going to read you two statements about the current conflict over public employee benefits and collective bargaining rights, and I want to know which one comes closest to your view. Governor Walker should stand strong for the plan he has proposed no matter how long the protests go on, OR Governor Walker should negotiate with Democrats and public employees' unions in order to find a compromise solution.

And here Walker is really doing badly: Stand strong 33%, Compromise 65%.

The partisan divide:

About 77 percent of Republicans think the governor should stand strong and 94 percent of Democrats want a compromise. The key here is independents. Independents overwhelmingly want the governor to compromise with 68 percent believing he should do so and 29 percent thinking he should stand strong.

While the bought and paid for Governor and his erstwhile congressional allies try to demonize teachers public sentiment is turning against them, it's their own reputations that are taking a beating.
 
A closer look at the ratings..

Walker's overall approval ratings and personal favorable numbers are identical (to the earlier Rassmussen poll), at 43% approval/favorable to 53% disapproval/unfavorable, with only some internal variation between the "strongly" and "somewhat" sub-categories in each.

By contrast, the favorable-unfavorable numbers for the Democrats in the legislature -- who are most famous now for the minority state Senate Dems, who have fled the state in order to block budget quorum on the proposals -- stand at 50%-42%. The public employee unions' favorables are 59%-34%, and teachers' unions are at 59%-36%.

I have a feeling that Gov. Walker, along with any left standing that support him, will feel the power of the people he's pissing off in the next election cycle.

He's managed to alienate a majority of Wisconsin voters. Anyone with any measure of sense would think about that for a moment.

You do know the projections have his state back in the red by 2017? You do know just about EVERY state has matched the WI growth rate.

Yes he is.

I expect he will win again, just like he won the re-call election.

Just like the time before that when the unions wanted to make the state supreme court election a referendum on Act 10, and lost.

Unions spent a lot of national money, and got nothing to show for it.
I doubt they'll do it here again.



The most likely scenario for him not to be re-elected would involve him running for president.

MADISON - Last week, figures from the Bureau of Labor Statistics showed Wisconsin led the nation in new unemployment claims for the week ending in February 1st with a change of 5,041 new claims - ahead of New York, Pennsylvania, and New Jersey.

It's the second time in three months that Wisconsin has led the nation in new unemployment claims, in the last week of November the state led the nation in new unemployment claims - more claims than both the second and third states on the list combined.

"Wisconsin is 37th in the nation in job creation, falling from 11th before Scott Walker took office," Democratic Party of Wisconsin Chair Mike Tate said Monday. "It's no surprise that Scott Walker's Governors Association is panicked at the prospect of facing a proven job creator in Mary Burke and will stop at nothing to distract from their abysmal job creation record."

As for the campaign- It's mostly going to be about jobs, because a quarter million jobs were Walkers aim when he first ran.

Obviously, state politicians can take credit and point fingers until the cows come home on that one. Whatever they do will have less effect than what happens with the global economy and Federal actions or inactions.

Burke is tied to the previous administration, which raided all of the funds for short term fixes before they left. Walker straightened that out, and cut taxes, at the expense of the public employee unions and lucrative pensions. The state is in much better shape than our neighbors Detroit/Michigan and Chicago/ Illinois. The WI public employees didn't face layoffs and pension fund insolvencies. But this stuff matters to the decided voters. The campaign will be about jobs.

Jobs numbers leave a lot to be desired. The state legislature is more bitter and oppositional than the US Congress, if that's possible. They don't pass anything that the other side can take credit for. Obvious job creation programs get delayed for years. Some jobs have moved in from Illinois and it's tax hikes, but not enough to offset things like shift losses in manufacturing due to the economy.
Walker has been treading water on net job creation, and when Mary Burke was state commerce secretary there were more total jobs than there are today, but the state unemployment rate was higher than the national average, for the only time in the last 25 years.

I expect an ugly television campaign with vertigo inducing spin that will turn undecided voters off. For trailing Democrats to win a state-wide race they need a big inner city black turnout. I don't think she can draw one. Bill Clinton campaigned in downtown Milwaukee in support of Walker's opponent in the recall election and only drew about 500 people to that rally. We know how that election turned out, and they had some polls like the one this thread started with.

Consider also, however, that Wisconsin Democrats -- and I mean the rank-and-file voters -- are going into this particular election really mad. Which is really good for voter turnout.
