Target Corp. said it will end health insurance for part-time employees, joining Trader Joe’s Co., Home Depot Inc. and other retailers that have scaled back benefits in response to changes from Obamacare.

About 10 percent of Target’s part-time employees, defined as those working fewer than 30 hours a week, use the company’s health plans now, according to an announcement posted today on the Minneapolis-based company’s website. Target said it would pay $500 to part-timers losing coverage and a consulting firm will help workers sign up for new Obamacare plans.

The U.S. Patient Protection and Affordable Care Act is the largest regulatory overhaul of health care since the 1960s, creating a system of penalties and rewards to encourage people to obtain medical insurance. The law known as Obamacare doesn’t require most companies to cover part-time workers, and offering them health plans may disqualify those people from subsidies in new government-run insurance exchanges that opened in October.

“Health care reform is transforming the benefits landscape and affecting how all employers, including Target, administer health benefits coverage,” Jodee Kozlak, Target’s executive vice president of human resources, said in the web posting. She cited “new options available for our part-time team, and the historically low number of team members who elected to enroll in the part-time plan.”

The health law requires all companies employing 50 or more people to offer health insurance to employees working 30 or more hours starting in 2015. No part-timers will see their hours cut, Kozlak said. Target, the second largest U.S. discount retailer, had an estimated 361,000 total employees at the end of the last fiscal year, according to data compiled by Bloomberg.

Fox’s Jim Angle got ahold of internal Obama administration documents that cast the government’s internal deliberations over Obamacare in a new light. While the administration offers moderately happy talk that everything is fine, in the background there is terror that Healthcare.gov’s flaws could bring the entire healthcare law down.


To justify a no-bid contract with Accenture after firing CGI as the lead contractor, the administration released documents from the Department of Health and Human Services and the Center for Medicare and Medicaid Services that offered a rare glimpse of its worst fears, saying the problems with the website puts “the entire health insurance industry at risk” … “potentially leading to their default and disrupting continued services and coverage to consumers.”





Then it went even further, saying if the problems were not fixed by mid-March, “they will result in financial harm to the government.”

It even added that without the fixes “the entire health care reform program is jeopardized.”



Shortly after the website went live,one official told Congress a critical part of the system – what is known as the “back end” — had not even been built yet.

Doug Holtz-Eakin, former head of the Congressional Budget Office, says “the back end — that information is supposed to be transmitted to an insurance company, the insurance company knows who you are, they know what policy you’ve picked.”

But the back end still hasn’t been built, so insurers are dealing with massive confusion, missing information on who’s signed up and what subsidies they get.

Holtz-Eakin says that the web site can’t match policies and people to the subsidies — the most important thing it is supposed to do. If the site can’t do that in two months, Obamacare could collapse.

Healthcare.gov cost more than $319 million to build with a total of $677 million obligated, according to HHS Secretary Kathleen Sebelius, who keeps saying that everything is fine and there’s nothing to worry about.

No, three million people did NOT enroll, this figure couldn’t be more misleading if they tried. These people simply chose a plan on the exchange (in their shopping cart), the back end system is still a mess and that’s what needed for someone to fully enroll by paying their first month’s premium. Sadly, the low-information voters will be at least somewhat swayed by this bogus statistic.

HHS did not specify when the exchanges hit the 3 million mark. Department spokeswoman Joanne Peters replied by email: “We hit 3 (million) this week, don’t have an exact date.” [...]

But there’s also an important caveat. HHS still hasn’t disclosed how many of those who have selected a plan through the health care law have actually paid for it, which is how insurers typically define enrollment.
 
I just signed up for the ACA. Whether I can afford it though for the long-term is another issue. I signed up for the platinum plan and am eligible for subsides.

I think it's honestly more fair to blame Clinton and the Republican Congress of 99. The wars were mostly an annoyance but didn't hurt the economy, just the debt which is something separate.

History seems to suggest you can run in the red for a very long time. One doesn't want to say forever but we seem to be talking about things that are measured in decades or centuries and given the average life span of a country (assuming that a violent revolution counts as a new country.) it may functionally be close to forever.

I'm with you on the fact that Obama shouldn't get much if any blame on a lot of this crap. I'm just not really pinning it on Bush. He had the unfortunate luck to be the guy holding the bag when it blew up.

And Bush did make Katrina hit Nawlinz. And Obama got him back by sending Sandy to take out the Jersey Shore. When I'm president I'm gonna turn Texas into the world's largest inland lake and call it a fucking day.
