Probably true, but the home city usually goes all out for their hometown fans. China did it, I expect Brazil to do the same.
Frankly, medal counts means nothing to me, its not worth bragging about.
There is a considerable advantage in being the host nation. That country's olympians get more support than they would normally get - financial and otherwise.
