and distracts the dog, by aiming the dog at the young father. The father was bent down, at the level of the baby in the stroller.

It sure throws a dis-advantageous wrench in things when tax payers start looking a bit closer at where $5.7 billion of their dollars go.

In this case, it seems tens of millions of dollars went poof and vanished into mistakes and oversights -- more precisely: lack of oversight at all.

The [Los Angls ] Times six-part expose ran its second installment today and it is already sounding repetitive: put cash in, don't pay attention,

see problem and/ or change mind, whitewash and repeat.

There were problems from the start. Sixteen concrete piles were sunk in the wrong locations, inspectors found.

One was more than four feet from the spot designated in blueprints.

To ensure the building's structural integrity, engineers insisted on extra concrete and on steel reinforcement of four piles.

As work progressed, Robert Payinda, a district construction inspector, uncovered other flaws. Beams were installed in the wrong locations.

Columns were crooked. Staircases were not firmly anchored to the ground. Fireproofing was sloppy. Bolts were too close together or too far apart.

A tale of Four cities ?

July 24, 2012 A small crowd of protesters went to Anaheim City Hall, during the day.
Much the same, as the crowd that went to the Anaheim Police Station.

Orderly, organized, some were allowed into City Hall. The others were on the steps and grounds of City Hall. What happened between
the Anaheim policeman, who looked like Barney Fife, and the small scattering of protesters ? What ever Officer Barney Fife did or said,
caused a crowd of protesters to gather.

Why did some of the protesters feel provoked to yell the word "pussy" at Officer Barney Fife ?

Officer Barney spoke into his communication device, then he and his two pals made a retreat, tossing
tear gas bombs over their shoulders. Mission accomplished ?
Officer Fife and his buddies had started a slow burn of anger among the this small crowd. Meanwhile, the crowd of protesters on the City Hall steps is getting bigger.

Not far away, people are enjoying a wonderful sunny day at Disneyland- Enjoying the sights, the snacks, the rides, parade, and the sunset.

(Around sunset, a young man is shot point blank with a "bean bag." The cartridge does not have time to expand. He falls to the ground clutching his chest.
He is surrounded and cuffed. What was he doing, to get shot ? Walking too close to the policemen.)

Around the time the crowd at Disneyland is screaming with delight, the crowd near City Hall is screaming in pain. Bodies and heads are pounded by billy clubs.
The pepper balls and bean bag cartridges are shot into the backs of people's legs, heads, arms, backs. At close range. The wounded are dragged along, dripping
blood is wiped. Eight police helicopters in the sky, police cars and lines of police in riot gear, blocking the streets. Blocking the journalists, the camera men and women.

No one thinks to change this dance. The city does not offer another way to exorcise the energy. They follow the pattern they formed during the OWS.

Kettle, provoke, escalate, and punish everyone.
 
CA is a lost state, and is an indicator of where America is going. down the crapper
