Some of the drugs being trafficked across the border are actually made and refined by the CIA.

Mexican drug cartels and the US government/Intelligence community work hand-in-hand.

Government complicity in the international narcotics trade makes hundreds of billions of dollars in profit for the black budget and other clandestine operations.

Sometimes border agents are told by their superiors to "look the other way" when a shipment of drugs is being brought in by covert CIA operatives.
