I can't find anything specifically referencing the second amendment and only two (possibly one) speech mentioning that most of the guns in Mexico are purchased in the US but if that's what you call laying a foundation for a radical move all I can say is Obama's plan was terrible. Senator Grassley has stated the purpose to the program was to create a false crisis that gun dealers were out of control along the border. They could then use the manufactured crisis to circumvent the Heller decision and ramp up gun controls in the border states with an eye towards applying those same controls to the rest of the nation later, ostensibly by propagandizing their manufactured crises as a threat to the nation as a whole. This was a government conspiracy by Obama leftists to undermine the constitutional rights of American citizens. The cover-up is in process.

They've already used the deaths from Fast and Furious to defend their requirement to four US border states to not only require the ATF Form 4473 for sales of firearms, but to require additional paperwork for anyone who buys more than two weapons per month in those states, proposing these states required additional oversight by ATF to prevent more gun running ....
