Show me that this is a common practice in a modern society. I'll admit I'm wrong if you show this to be both common and modern. I'm not interested in what did happen and I'll even set a fairly generous window. 1900 forward. Show me that this was common and not even specifically in Egypt just anywhere that would be considered a real country in the last hundred years.

The source that broke the story is a major Egyptian daily that functions as government mouthpiece. Granted, it was in an opinion piece, but this is Al-Ahram we're talking about; nothing gets published unless officially approved. The fellow in your link doesn't offer any actual proof that the story is false. He simply declares, in the "I say so therefore it must be true" fashion, that "the chances of any such piece of legislation being considered by the Egyptian parliament for a vote is zero". Why? Because we as reasonable people can't imagine it being considered in our own countries' parliaments? That's not a refutation of anything. Egypt's parliament is not dominated by reasonable people. There are laws already on the books there that could not possibly be considered by a sane state's parliament.

A law like that, disturbing as it is, is not entirely inconceivable in a country where over 95% of all women had their clitoris cut off.
