Is Obama "Qualified" to be the Prez?

I meant does he have the qualifications. It was a given he met the age requirement. I was taking it a different direction beyond age and "natural born... meaning his skill-set.

Oh, well, in that case, certainly. He has the brains, and the sense to hire what brains he ain't got, and the sense to listen to the brains he hires; all of which W lacked, as you will recall.

The President's budget includes spending for federal/executive branch agencies as I said (as well as federal independent agencies). That's about one-third of total government spending.

The other 2/3 of government spending goes to permanently enacted entitlement programs like Medicare and Medicaid. The president does not have to submit a budget for these items.

Therefore I am correct in my comments and you are wrong. The law says that president's budget is only a subsection of the overall government budget.

He definitely meets the age requirement. But C'mon. The Prez submits a budget yearly. The House voted it down. Not a single Dem voted Yea. That tells me something. Either the Dems are playing Politics (doubtful), or his Budget Proposal was woefully inadequate. I can submit a Budget that will be voted down unanimously. And I am a layman. He's the Prez with "supposedly" top notch advisers.

Romney’s statement contains a grain of truth, in that two of Obama’s budget requests failed to pass. But citing those votes leaves a wrong impression -- namely that the votes were anything more than political theater. Romney omitted the more critical information that passing a federal budget is the job of Congress. Given all that, we rate his statement Mostly False.

Congress was controlled by HIS party for the first two years and he STILL couldn't get a budget passed.
