It's really just another type of mask, and masks have always been sexually appealing. Gas masks in particular are actually drug paraphernalia- when raves and dubstep became more common in mainstream culture, so did the gas mask aesthetic. Then there's the whole steampunk thing. It's been around for a while, several years at least.
