I've often been told girls give better oral to other girls b/c they know what a woman wants. I wonder who actually agrees with that. Do woman give better oral to other women then men do? Or do men give better head to other men.

My experiences with women are pretty limited. From my perspective, there's 2 sides to this question.

First off, people have to be willing to adapt there techniques to whoever they're having sex with. For instance, when receiving oral sex, I always enjoy having a hand work in conjunction with the mouth while sucking on my cock.
