It's not cost effective but I've always been a fan of the concept. Be nice if they could fix it but probably won't.

EBT cards, gas allowances, rent reductions
utilities paid, free cell phones ...

I can't imagine anyone disagreeing that, drug addicts shouldn't get welfare benefits.
Hmmmm, you can buy EBT cards here for 40 cents on the dollar. If people start selling them clean urine the poor folks won't have a dime.![]()
Back in the day when people got actual food stamps they'd buy a pack of Kool Aid or something like that because they'd get the change in cash.
Nowadays here it's on a debit card type thing that's reloaded every month or week or however they do it. WIC still uses coupons but that's a different animal.
Better then drug testing what about house inspections?

However, you can rack up reward points, and get the cash rewards for the store you are shopping at.
Also, they do still give the coupons out, but they are harder to use and easier to sell
