A clit and a cock are basically the same thing. Infact, if the prenatal hormones get fucked up, you could even develop as the opposite sex. You'd just end up sterile. You'd also lack a vagina (the actual tube) if you ended up a woman when you were supposed to be male since a lot of the internal parts get destroyed based on your genes.

Honestly, if it's big enough to have an obvious mushroom head and get firm erections it would be over an inch long. You're probably just totally out of luck. Yeah I think it would be ideal to have both. If I was in some science fiction novel where people design their bodies to look like whatever they want (like Biting the Sun or Steel Beach) I think I'd go for a design that was basically male but with an added vagina and womb.
