There were growing pains with the ADA, but the standards are now well known and incorporated into most jurisdictions' building codes.

There were growing pains with the ADA, but the standards are now well known and incorporated into most jurisdictions' building codes.

Everyone knows what's required and it's rarely an issue. Once in a while you might come across some weird situation where ADA gets in the way but not often because the rules just aren't that difficult to follow and everyone knows about it going in.

The pipes get about as hot as the water which can be pretty hot. The danger however is less about the heat and more about the fact that the person wouldn't be able to feel the heat and potentially suffer burns due to longer exposure. You can't pull away from it if you don't feel it.
That being said, cabinets aren't required in most cases. No idea why they would be.
