Nuclear weapons are weapons, they can be used offensively or defensively. Their preeminent role is that in deterrence, making war a losing proposition. Losing the ability to use that deterrence means that deterrence no longer exists.

In other words, Russia or China could have hit America with a shower of nuclear warheads with impunity and no threat of response.
