No, that photograph looks like it was taken around 7 pm.

The sun sets now at 7:25 pm, so it would have been very close to the horizon.

There's no direct sunlight on anything in that photograph, so it makes no difference what direction the building is facing.

And, if you look at the shadow under the truck, its borders are diffused — obviously the result of light reflected from the sky.

Go out tonight at 7 pm (if they ever let you out of whatever mental facility you call home), and look at some cars. See if it's darker under them than it is elsewhere, and report back.
