Should an author tell the exact size of a man's member?

It really depends on the overall story and the stated size. If the overall story is good and the author handles stating the size without drawing away from the action, it is fine. Also, in size queen stories, stating ridiculous lengths is a turn off. 13 inches, really? 8,9,10 is good, 11,12 pushing it. In general, I would say it doesn't matter either way so long as the author doesn't have to stop the flow just to get the size in and so long as the size isn't absurd. Of course there are those humor stories where being absurd is the point and those are the exception to a lot of rules.

I think that if the author can also include volumetric displacement, muzzle velocity, and other relevant ballistics data -- again, without interrupting the flow of the storytelling -- that, too, adds polish to a great piece of erotica.

In my experience, women readers like physical description of color, texture, maybe taste, and everything else except a measurement. The only time I have seen a length given in a story, it was to indicate either a very large penis, or a very small one.

I think exaggerated body parts appeal to a fetishists, but they detract from a general erotic story. It depends on the intended audience.
 
I tell it by the millimetre. For example, I have one character who has a 193 mm long and 146 mm round member and it satisfies his lover who has a 187 mm deep vagina.

I agree, when you don't say the exact number you let the readers mind wonder and fantasize. A 34B could be large to one person, while 36D maybe small to another.
