What the news story fails to mention is that the poll was conducted via a mass mailing, over the Internet. I'm not an expert on polling techniques, but I suspect the choice of sampling population might have been biased.

It's an interesting question. Access and free use are not the same thing.

A person cannot be denied access or use of a public utility, but that does not mean it must be free of charge.
