While I admit that fish and chips are a wonderful concoction and perhaps the only good thing Britain has given to the culinary arts, the saying is almost certainly American.
Of course now someone will look it up and prove me wrong.

Yep, they come in paper bags. Once upon a time they were wrapped in newspaper.

small and quite irrelevant paper bags wrapped around with other paper too, though some places they only serve them in polystyrene containers like a Mac's.

We stilll say a bag of chips when we talk about them but ask for portions, not bags, in the shop

Yeah, I first heard it in the US.

There's a similar British phrase "uglier than a bag of spanners" (spanner = wrench), which I was slightly disappointed to hear as "uglier than a bag of assholes" in the US

Interesting. Ours are often too greasy to be in paper. Hence the need for cardboard. Although, fast food places have gotten better over the last few years about draining more of the grease off.

God, I haven't had croutons in forever.
