Are you sure this isn't from The Onion? 
I guess the sheiks have to start tightening their belts and make do with only one Rolls Royce and Lear jet. Their memory of being a backward third-world nation only 50 years ago is still fresh and the idea that they could end up like that again has them scared. To go from rags to riches and back again in one century would be devastating to them. They held the cards with OPEC and ran the oil prices around the world. Now their cards are becoming jokers and they don't have anything to fall back on. Dubai has at least started to convert their country into a rich-man's paradise and know tourism is their best bet to keep money coming in. They have no sympathy from me in regards to their plight. They can become capitalists with their money and hope they can make it in the real world again. Imagine my concern, seems to fall in line with them.

But this time it's by choice. They could have used the oil money and made improvements to their nation, but they chose to squander it.
This reminds me of something I read about a while ago about a welfare family winning big bucks on the lotterey. Instead of improving their lot, they squandered it on expensive cars and trips and clothing and, when it was all gone, they applied for welfare again.

It's like the Cinderella song, "Don't know what you've got, till it's gone" Made themselves into royalty with their money and now face being the beggar nation they once were.
