It depends.
One of my exes had a deerhide flogger from Adam's Whips & Gillian's Toys, and being hit by it in the "right" way (full on) felt like being hit with melted butter. Being hit by it in the wrong way (just the tips) was stingy as hell. "Would you like to experience the deerhide flogger tonight" could mean either yum or ouch.
On the other hand, he had a moosehide flogger from the same maker that felt like being hit with a baseball bat -- seriously thuddy! I don't think anyone ever said "no" to that one.
I attended a workshop once where Adam (the crafter of the above) talked about his "instruments of affection." This got a laugh from some segments of the audience, which seemed to offend him. How to tell when somebody is a top.

H'mmm... I've always just used a leather belt. It's convenient and doesn't require you to 'go equipped'. But a friend of mine has asked me to get her a proper Lochgelly tawse, so I shall experiment with that!

Be careful with that. Belts are a favorite weapon of abusive parents, and a lot of people who can handle other implements just fine can't deal with being hit by a belt. If I were you, I wouldn't spring it on a new partner with no warning.

I like the belt because it's effective and available at all times. I would make sure my partner knew I was going to use it beforehand though. I have to say, it's not as painful as the tawse. That thing is scary.

Truely embarrassing, taking my belt off, kissing it and then giving it to my Mistress. Why? Because soon it would be kissing my ass.
