Clinton went along with the republicans and corporate lobbbyistts and passed the 1999 Financial Services Modernization Act which effectively repealed the old Glass-Steagal act which was enacted as a direct response to the Great Depression, to avoid it happeing again.

Bush took it steps further to try and stimulate the economy after 9/11 by loosening even more regulations.

Now the entire house of cards almost collapsed but at least we have kept the basic foundation intact. Through no small means.
