1) For some, it looks good.

2) For others, it constricts the blood supply and enlarges the penis and maintains an erection for the benefit of the receiving partner.

3) For still others, it constricts the blood supply and enlarges the penis, allowing the "owner" access to an erect penis, instantaneously, whenever the urge to ejaculate during masturbation is irresistable.

4) Tactile stimulation: the cock ring's restriction of semen often results in a physically noticeable sensation when the pressure overcomes the restriction of the cock ring and semen surges out the penis. (Personally, I prefer to place cock rings next to my abdomen at the base of my balls; others my prefer to place the ring next to their balls at the base of their penis.)
