Often the POTUS says things in public, and in meetings as well, that are understood by people who live inside the Beltway. It's all in code. NewSpeak if you will.

A good SOS can translate that into ordinary language that can be understood overseas. It's not easy. Not only does the SOS have to discern what is really meant by the statements, but answer the inevitable question asked by his or her counterparts abroad, "Very good. Now what exactly does that mean to us, my country and my people?" The SOS then has to formulate a series of statements that are not contradictory and can be sent out to the various diplomatic missions and can be spoken with sincerity, charm and clarity, often to people who are quite experienced in cutting through bullshit and getting a straight answer. I suspect Secretary of State Clinton will be very good at that.
