In theory, it's a simple associative process. Persons who are more susceptible to suggestion are more likely to be "successful" at it [climaxing on command]; however, theoretically anyone can do so.
If one wishes to have "voice commanded" climaxes, one would begin by arousing one's partner to the edge of climax, with instructions to not orgasm without permission. With consistency, over time, the climaxing party begins to associate orgasm with asking permission/said permission being granted by the dominant party's instructions to "cum" (or whatever).
If the desire is to create "touch commanded" orgasms (such as MIS mentioned), similar "training" would occur, except the dominant party would touch XYZ spot/etc whilst directing the submissive party to climax.
A lot would depend on how one is oriented, ease of malleability (not that being easily manipulated is a bad thing), psychological makeup, etc. One also has to classify the definition of "climax" - climaxing "on command" is not necessarily going to cause the classic "Dear GOD did you see ___ porn clip where he was all 'Cum SLUT!' and she was like this sopping wet writhing puddle RIGHT IN THE MIDDLE OF THE FROZEN FOOD SECTION!?!?!"... however, this does not mean the commanded in question failed to climax on command.
