For my 18th birthday my mom was going to rent a cottage at the beach for me and my best friend for the weekend.

It's too bad she couldn't vote this time around, but I would get her a few books related to (depending on her interests) politics, voting (maybe history of voting) or elections. There are so many books out there. You wouldn't have to get anything necessarily dry or heavy.
Maybe you could get her some books about this history of women voting along with her registration formMy mom got me so many books about the womens vote and all the great womens rights activists from that time when I was growing up and it really helped put things in perspective for me. No voter apathy in this house!

When my niece turned 18, I opened a CD account in her name (solo) and gave her a copy of Suze Orman's book: Women and Money. It's a not a book for the financially sophisticated, but does provide solid and clearly explained advice on the basics.
