If it's like most states, it would be the governor. Then the new senator would have to run both in 2010 and then again in 2012, when Clinton's term is scheduled to expire.

I'm not a huge fan of Clinton and became less of one during the primaries, but the resulting mental breakdowns here and elsewhere will be so entertaining I'm sort of rooting for this to happen.
