The cock can be sensitive to such things. There are complex pressure mechanics to be aware of, you know. Restriction, even comparatively minor restriction, can cause *ahem* distraction and potential lessening of function (I recall a study that showed that neckties caused a slight, but measurable effect on overall mental performance).

Fortunately, there are condoms of different sizes, so it's not really an excuse.
