Typically, both juniors and seniors in high school can attend the senior prom--juniors if they're dates of seniors in some schools, while other schools may allow both classes to attend.

Not everyone who graduates from high school has reached age 18, although probably the vast majority have. I think that being labeled as a senior in high school is sufficient to pass the Lit censors; but to be certain your story won't run afoul of the rules, you might want to put in a quick note about everyone involved having already turned 18.

What grade you're sorted in depends on when you're born. The cut-off is somewhere in December. My cousin was born in early December of '82, I in July '83, but nonetheless we both entered first grade in September '88 because he was considered "too late" to start in '87.

Additional clarification to the age rule can be found here:

where it says:
above linked thread said:
This (The minimum age rule) is non-negotiable and has more to do with persons like John Ashcroft than an unrealistic view that teenagers don't have sex. A character can refer sex at an early age (eg I lost my cherry at 14), but cannot describe it.

If your story comes across as pedophilia, it will probably be rejected.

Make sure that your characters are over 18 or at least a senior in high school to fix the problem.
"...at least a senior in high school..." appears to cover your exact situation, assuming your characters are seniors.
